FBR BS-20 officer removed from service over inefficiency, misconduct, and corruption

ISLAMABAD โ€“ The Federal Board of Revenue (FBR) has imposed a major penalty of removal from service on Mr. Riaz Ali Shah, a BS-20 officer of the Inland Revenue Service, currently posted as Chief (Accounting), Organizational Audit Wing, FBR Headquarters, Islamabad (stationed in Karachi).

Disciplinary proceedings against Shah were initiated under the Civil Servants (Efficiency & Discipline) Rules, 2020, with an Order of Inquiry, Charge Sheet, and Statement of Allegations issued on August 18, 2025. The charges included inefficiency, misconduct, and corruption.

Mr. Zubair Bilal (IRS/BS-21) was appointed as the Inquiry Officer and submitted his report on November 12, 2025. The inquiry found that eleven out of twelve charges were proven and recommended the imposition of the major penalty of dismissal from service. Following this, a Show Cause Notice was issued to Shah on November 19, 2025, giving him ten days to respond, to which he submitted a reply on December 5, 2025.

The Prime Minister of Pakistan appointed Syed Hamid Ali (PCS/BS-21), Additional Secretary-II, Prime Ministerโ€™s Office, Islamabad, as the Hearing Officer, who offered Shah a personal hearing on December 24, 2025. A hearing notice was served on December 22, 2025, in the presence of witnesses, allowing for a virtual hearing if requested; however, Shah did not attend the hearing.

After reviewing the Charge Sheet, Inquiry Report, Show Cause response, and Hearing Officerโ€™s note, the Prime Minister approved the major penalty of removal from service under Rule 4(3)(d) of the Civil Servants (Efficiency & Discipline) Rules, 2020.

Shah retains the right to appeal to the Appellate Authority under the Civil Servants (Appeals) Rules, 1977, within thirty days of the notification.
