FBR BS-20 officer demoted to BS-19 over inefficiency and misconduct

ISLAMABAD – The Federal Board of Revenue (FBR) has imposed a major penalty on Mr. Muhammad Asim Khattak, a BS-20 officer of the Inland Revenue Service, currently posted as Chief (Admin Pool) at FBR Headquarters, Islamabad (stationed in Karachi), following disciplinary proceedings for inefficiency and misconduct.

Disciplinary action against Khattak was initiated under the Civil Servants (Efficiency & Discipline) Rules, 2020, with an Order of Inquiry, Charge Sheet, and Statement of Allegations issued on January 27, 2025. An inquiry was conducted by Mr. Karamatullah Khan Chaudhry (IRS/BS-21), who submitted a report on March 27, 2025, concluding that four out of five charges against Khattak were established. The inquiry officer recommended the imposition of a major penalty — reduction to the lower post of Additional Commissioner Inland Revenue (BS-19) for one year, from his current post of Commissioner-IR (BS-20).

A Show Cause Notice was issued to Khattak on April 29, 2025, giving him fourteen days to respond. He submitted his reply on May 19, 2025. Following this, the Prime Minister of Pakistan, as the authority in the case, appointed the Member (IR-Operations) as Hearing Officer, who granted a personal hearing to Khattak on August 27, 2025.

After reviewing the inquiry report and hearing officer’s recommendations, the Prime Minister approved the major penalty of reduction to BS-19 for one year. In addition, Khattak’s performance allowance will be stopped for one year, and he will need to reapply for its restoration as per the Guidelines for Performance Allowance 2015.

The officer retains the right to appeal to the Appellate Authority under the Civil Servants (Appeals) Rules, 1977, within thirty days from the date of notification.
