ISLAMABAD (Busniess Desk) – The federal government has completed preparations to launch e-PADS 2.0, an upgraded digital procurement platform designed to improve transparency, efficiency and accountability in public sector purchasing. The initiative forms part of the government’s broader “One Nation, One System” vision, which aims to modernize governance through technology and establish a unified procurement framework across public institutions.

Officials say the enhanced platform will replace manual procurement practices with a more advanced digital system capable of streamlining purchasing procedures, reducing administrative delays and strengthening oversight of public expenditures. The upgrade is expected to further expand the government’s efforts to improve financial management while ensuring greater transparency in the use of taxpayers’ money.

According to the Public Procurement Regulatory Authority (PPRA), the existing e-PADS platform has already transformed procurement practices across Pakistan by enabling government organizations to conduct tendering and purchasing through an integrated online system. The platform has reduced paperwork, improved competition among suppliers and provided authorities with greater visibility into procurement activities.

The PPRA Managing Director said the first version of the Electronic Pakistan Acquisition and Disposal System processed public procurement transactions exceeding Rs14 trillion during the 2024-25 fiscal year. The digital system also generated savings of more than Rs20 billion by improving procurement efficiency, reducing unnecessary expenditure and encouraging competitive bidding.

Officials believe these savings demonstrate the financial benefits of digitizing government procurement while minimizing opportunities for irregularities that can arise in traditional paper-based systems.

The government has also reported significant growth in participation on the digital procurement platform. More than 10,000 government departments, autonomous organizations and public institutions have been registered on the system. In addition, over 51,000 suppliers, contractors and service providers have enrolled, creating one of Pakistan’s largest online public procurement networks.

The increasing number of registered suppliers is expected to encourage broader competition in government tenders, allowing public agencies to receive more competitive bids while improving value for money.

With e-PADS 2.0, authorities aim to introduce additional features that simplify procurement management throughout the entire purchasing cycle. The upgraded platform is expected to improve contract management, document verification, supplier registration and monitoring of procurement performance through enhanced digital tools.

Government officials say automation will reduce processing times for procurement approvals while improving coordination among departments involved in purchasing decisions. Digital workflows are also expected to reduce human intervention in administrative procedures, helping ensure greater consistency and compliance with procurement regulations.

Transparency remains one of the central objectives of the upgraded system. By maintaining electronic records of procurement activities, authorities expect to strengthen auditing processes and make it easier to track government spending across various ministries and departments.

Officials believe the digital platform will improve public confidence by creating clearer documentation of procurement decisions and ensuring that government contracts are awarded through transparent and competitive procedures.

The initiative also supports Pakistan’s broader digital transformation agenda, which seeks to expand the use of technology across public administration. Policymakers argue that digital governance can improve service delivery, reduce operational costs and strengthen institutional accountability while providing businesses with easier access to government opportunities.

Procurement experts note that electronic procurement systems have become increasingly common worldwide as governments seek to improve efficiency, reduce corruption risks and standardize purchasing procedures. Countries using centralized digital procurement platforms have reported lower transaction costs, faster tender processing and improved compliance with procurement laws.

Businesses are also expected to benefit from the upgraded system by gaining easier access to procurement opportunities across multiple government agencies through a single online platform. Standardized procedures can reduce paperwork while allowing suppliers to participate in tenders more efficiently.

The government says e-PADS 2.0 represents another step toward modernizing Pakistan’s public financial management system. By integrating technology with procurement operations, authorities hope to improve the utilization of public resources, strengthen institutional oversight and promote greater accountability in government spending.

Once operational, the upgraded platform is expected to further support transparent governance while helping public institutions deliver procurement services more efficiently across the country.
