ISLAMABAD (Web Desk) – The federal government has approved a 35 percent increase in salaries for faculty members serving under the Tenure Track System (TTS) at public sector universities, providing a significant boost to academic staff while placing the financial responsibility on universities instead of the national exchequer.
The revised salary package became effective from July 1, 2026, following formal approval by the federal government. The Ministry of Finance has issued an official notification outlining the new pay structure and the conditions under which the increase will be implemented.
According to the notification, the salary revision applies to professors, associate professors and assistant professors appointed under the Tenure Track System. All eligible faculty members will receive a 35 percent increase in their salaries under the revised pay scales.
Officials said the decision reflects the government’s efforts to strengthen higher education by improving financial incentives for university teachers working under the performance-based TTS model. The revised package is expected to help universities retain experienced faculty members and improve the competitiveness of academic careers in Pakistan.
The notification states that the basic salary of each TTS employee will be fixed in the new pay scales according to the salary stage they had reached on June 30, 2026. This means faculty members will move into the revised structure without losing their existing service benefits or salary progression.
Government officials clarified that only the salary scales have been revised, while all other service conditions under the Tenure Track System will remain unchanged. Existing rules governing appointments, promotions, performance evaluations and other employment benefits will continue to apply.
A key feature of the decision is that public universities will finance the additional expenditure through their own financial resources. The Ministry of Finance emphasized that the revised package will not create any extra financial burden on the federal government.
Officials said universities have been instructed to make the necessary budgetary arrangements to implement the revised salaries from the effective date. Institutions are expected to incorporate the additional expenditure into their annual financial planning.
The Tenure Track System was introduced to attract highly qualified academics by offering competitive salaries linked to research performance, teaching quality and academic achievements. Unlike the Basic Pay Scale system used for most public sector employees, TTS appointments follow separate salary structures and performance-based evaluations.
Education experts believe the latest salary increase could encourage talented researchers and academics to continue working in Pakistani universities rather than seeking employment opportunities abroad. Many universities have faced challenges in retaining experienced faculty members due to increasing international demand for skilled researchers.
