Hamas dissolves Gaza governing body, clears way for technocratic administration

Hamas has dissolved its governing body in Gaza, paving the way for a technocratic administration while negotiations over disarmament and the second phase of the ceasefire remain stalled.

Hamas dissolves Gaza governing body, clears way for technocratic administration

GAZA CITY (Agencies) -Hamas announced on Monday that it has dissolved the governing body responsible for administering the Gaza Strip for nearly two decades, marking a major political shift aimed at facilitating the transfer of civilian governance to a newly established technocratic committee.

The decision comes months after a ceasefire between Hamas and Israel took effect in October 2025 and reflects the group’s repeated statements that it is prepared to relinquish day-to-day governance of Gaza. However, the contentious issue of Hamas’s military wing and its arsenal remains unresolved, threatening to delay the implementation of the next phase of the ceasefire agreement.

According to Hamas officials, Mohammed al-Farra, head of the government’s emergency committee, officially submitted his resignation and dissolved the committee to facilitate the transition of administrative responsibilities to the National Committee for the Administration of Gaza (NCAG).

“The emergency committee has been dissolved to ensure a smooth administrative and governmental transition to the National Committee for the Administration of Gaza,” Ismail al-Thawabta, head of Hamas’s government media office, said.

Technocratic committee to assume civilian administration
The NCAG was established under arrangements linked to the ceasefire framework brokered by the United States in October 2025. The committee is headed by Palestinian technocrat Ali Shaath and is intended to oversee civilian governance, public services and administrative affairs in Gaza.

Hamas spokesman Hazem Qassem said the group was stepping aside from governing the territory in an effort to remove what he described as Israeli justifications for continuing military operations.

He said Hamas was fully prepared to transfer governmental responsibilities to the committee and hoped it would begin operating inside Gaza as soon as possible.

A senior Hamas official said the movement had already informed other Palestinian factions of its decision during recent meetings in Cairo. According to the official, participating factions welcomed the move and described it as an important step toward enabling the technocratic administration to begin its work.

Governance transition faces major obstacles
Despite the announcement, the NCAG has yet to enter Gaza and has reportedly remained based outside the territory due to Israeli objections.

The future governance of Gaza remains one of the most difficult issues in ongoing negotiations between Hamas, Israel and international mediators.

Several rounds of talks in Cairo have sought to bridge differences over implementing the second phase of the ceasefire agreement.

The first phase included the release of the remaining Israeli hostages held by Hamas in exchange for Palestinian prisoners detained by Israel.

However, negotiations on the second phase have remained deadlocked. The proposed framework envisages Hamas’s eventual disarmament alongside a gradual withdrawal of Israeli forces from Gaza.

Hamas has maintained that it will not consider surrendering any part of its weapons until a recognized Palestinian governing authority has been established to administer the territory.

Meanwhile, Israeli forces have expanded their military presence in Gaza in recent months and reportedly control more than 80 percent of the enclave as of early July.

Israel has repeatedly stated that it will not permit Hamas to return to governing Gaza after the war, while also rejecting an immediate transfer of authority to the Palestinian Authority based in Ramallah.

Regional implications
The dissolution of Hamas’s governing body represents one of the most significant political developments since the start of the Gaza conflict. While it could remove one obstacle to forming a new civilian administration, fundamental disagreements over security arrangements, disarmament and long-term political control continue to complicate efforts to reach a comprehensive post-war settlement.

Diplomatic efforts by regional and international mediators are expected to continue in the coming weeks as negotiators seek to revive the stalled second phase of the ceasefire agreement and establish a sustainable governance framework for Gaza.

Hamas has formally stepped away from administering Gaza’s civilian government, allowing a technocratic committee to prepare for governing the territory, although the group’s military future remains unresolved.

The move could revive diplomatic efforts to implement the next phase of the Gaza ceasefire and improve humanitarian governance, but significant political and security obstacles remain.

Progress will largely depend on negotiations over Hamas’s disarmament, Israel’s military presence, and agreement on who will permanently govern Gaza after the war.

Pakistan has consistently supported the establishment of an independent Palestinian state and has repeatedly called for a permanent ceasefire, humanitarian assistance, and a peaceful political resolution to the Gaza conflict.
