Suspected cyberattack disrupts US election finance reporting system ahead of midterms

The US Federal Election Commission shut its electronic filing system after a suspected cyberattack, delaying campaign finance disclosures ahead of the November 3 midterm elections.

NEW YORK (Web Desk) – The US Federal Election Commission (FEC) has temporarily shut down its electronic filing system following an attempted cyber intrusion, disrupting campaign finance disclosures less than a week before the November 3 midterm elections.

The disruption comes as political candidates, super political action committees (super PACs) and other outside groups spend unprecedented amounts on advertising and campaign activities across the United States.

In an email sent to campaign finance compliance firms, an FEC electronic filings officer said an unauthorised actor was attempting to breach the commission’s systems, prompting officials to temporarily disable public-facing services.

The agency subsequently confirmed that its electronic filing system was offline and that information technology staff were working to restore service.

The outage began around 10 p.m. Eastern Time on Monday, October 26. By Tuesday evening, the commission said the problem had been identified and a fix was being implemented. However, the filing system remained unavailable in subsequent updates.

The identity of the suspected attacker has not been disclosed, and officials have not publicly confirmed whether the attempted intrusion resulted in unauthorised access to information or a successful breach.

Campaign finance disclosures disrupted

The outage has interrupted the submission of mandatory campaign finance reports, including disclosures that political committees and other organisations must file within 24 or 48 hours under applicable reporting requirements.

These reports provide details about political contributions, spending and expenditures associated with individual election campaigns. They help journalists, researchers, watchdog organisations and voters understand how political groups finance their activities and where their money is being spent.

With the reporting system unavailable, organisations face difficulties submitting time-sensitive disclosures during one of the busiest periods of the election campaign.

The disruption has raised concerns about transparency because political spending can change rapidly during the final days before voters head to the polls.

Although previously filed reports remained searchable through the commission’s website, the inability to submit new electronic filings created a temporary gap in the timely public disclosure of campaign finance information.

Record spending raises transparency concerns

The cyber incident comes amid record-breaking expenditure on the 2026 US midterm elections.

Political advertising spending and future reservations have reached approximately $11.21 billion, surpassing the previous record of around $11.2 billion recorded during the 2024 election cycle, according to campaign advertising estimates.

Much of the expenditure has been driven by super PACs, which can raise unlimited contributions from individuals, corporations and other permitted sources to finance independent political activities.

Other groups, including organisations that do not publicly disclose all their donors, have also played a significant role in campaign spending.

During the final week of campaigning, super PACs and other political groups were reportedly spending an average of more than $50 million per day. More than $250 million in spending was recorded on October 20 alone.

The interruption in electronic reporting has therefore raised concerns about whether voters will receive timely information about the sources and destinations of political money before election day.

Campaign finance transparency is particularly important during this period because late contributions and expenditures can significantly influence the information available to voters as they make decisions.

Voting operations remain unaffected

The FEC regulates federal campaign finance disclosures but does not administer elections or operate the systems used to register voters and cast ballots.

Consequently, the disruption to its filing system is not expected to affect voters’ ability to cast their ballots in the November 3 elections.

State and local authorities remain responsible for administering voting procedures, while the commission oversees the reporting of political fundraising and expenditure under federal law.

The Cybersecurity and Infrastructure Security Agency and the Federal Bureau of Investigation referred questions about the incident to the FEC, which has not publicly identified the suspected attacker.

Restoration efforts continue

The commission’s technical staff are working to restore the affected services and address the issue that prompted the shutdown.

However, the disruption highlights the importance of maintaining secure and reliable systems for reporting campaign finances, particularly during periods of intense political activity.

A prolonged interruption could complicate compliance for political committees and delay public access to information about last-minute contributions and spending.

The incident also underscores the broader challenges faced by public institutions in protecting digital infrastructure against attempted cyber intrusions.

With the election approaching, restoring the filing system and ensuring the continuity of campaign finance disclosures remain important for maintaining transparency throughout the final stage of the campaign.
