LAHORE: The Lahore Metropolitan Corporation (LMC) has claimed to have achieved a record recovery of more than Rs400 million in building plan (map approval) fees during the outgoing financial year, exceeding its annual revenue target for the first time.
According to an official statement issued by the civic authority, the Planning Department was assigned a revenue target of Rs400 million for the fiscal year 2025-26. Two days before the close of the financial year, the department had collected Rs400.977 million, surpassing the target by a small margin.
The statement said the achievement marks the highest recovery recorded under the head of building plan fees in the city’s history.
Among Lahore’s nine administrative zones, Allama Iqbal Zone topped the list by achieving more than 127% of its assigned recovery target. Data Ganj Bakhsh Zone ranked second after exceeding 105% of its target.
Samanabad Zone recorded the lowest recovery, achieving 51% of its target, while Ravi Zone completed 69% of its assigned recovery goal. According to the LMC, all remaining zones recorded recoveries of 90% or more, with Wagah and Nishtar zones also approaching the 100% mark.
The corporation attributed the increase in revenue to sustained enforcement against alleged illegal constructions and buildings erected without approved plans. The official statement said these operations were conducted under the supervision of Metropolitan Officer (Planning) Dr Rai Imtiaz Hassan, adding that the campaign contributed to both improved regulatory compliance and higher fee collection.
The LMC further stated that the enforcement drive received administrative support from Administrator and Deputy Commissioner Lahore Captain (Retired) Ali Ejaz, which it said helped strengthen action against unauthorised constructions. The statement also claimed that a record number of building plans were approved during the financial year.
According to the corporation, Allama Iqbal Zone had also recorded the highest recovery in the previous financial year by exceeding its assigned target.
The statement added that Building Inspector Aslam Bhatti of Allama Iqbal Zone secured the highest individual recovery among building inspectors across all nine zones during the fiscal year.
