Digital reform for security sector welcome, but guards’ welfare must not be ignored

A secure society depends not only on systems and surveillance, but also on the well-being of those tasked with maintaining security.

LAHORE – The Punjab government’s move to introduce a digital registration system for security companies and guards is a timely and much-needed reform. By integrating data with the Punjab Safe Cities Authority and strengthening oversight through the Punjab Police, the initiative promises greater transparency, accountability and improved public safety.

However, while regulation and monitoring are being modernised, a critical aspect remains largely overlooked — the welfare and working conditions of security guards themselves.

Across the province, thousands of guards continue to work under challenging conditions. Despite labour laws prescribing an eight-hour workday, many guards are routinely required to perform 12-hour shifts. Weekly offs are often denied, and in cases where they are granted, guards reportedly have to forgo a day’s salary — effectively penalising them for taking rest.

Wages remain another pressing concern. While the official threshold is set around Rs37,000Rs to 40,000 in many cases, reports suggest that a large number of private security companies pay signifiarning below Rs20,000 per month. This raises serious questions about enforcement of labour standards and corporate accountability within the sector.

The contradiction is stark: individuals entrusted with safeguarding lives and property are themselves operating under financial stress, fatigue and job insecurity. It is difficult to expect optimal performance, vigilance and professionalism from guards who are overworked and underpaid.

If the government’s goal is to build a modern and reliable security ecosystem, reforms must go beyond digital registration. There is a clear need for strict enforcement of minimum wage laws, regulation of working hours, mandatory weekly rest, and mechanisms to ensure fair compensation.

A secure society depends not only on systems and surveillance, but also on the well-being of those tasked with maintaining security. Ensuring dignity, fair wages and humane working conditions for security guards is not just a labour issue — it is a matter of public safety.
