Ukraine and Russia agree to Oleshky Ceasefire as US pushes for fresh peace talks

Ukraine and Russia have agreed to a temporary ceasefire in occupied Oleshky, opening humanitarian access as renewed US-led diplomacy seeks progress toward ending the war.

KYIV (Web Desk) – Ukraine and Russia have agreed to a temporary ceasefire in the Russian-occupied town of Oleshky, paving the way for humanitarian aid deliveries and possible civilian evacuations as diplomatic efforts intensify to revive negotiations aimed at ending the war.

The ceasefire, announced by both sides on Friday, is scheduled to take effect at 4 a.m. local time on October 27. The arrangement is intended to allow food, medicine and other essential supplies to reach residents facing worsening humanitarian conditions, while designated corridors are prepared for the evacuation of civilians.

The White House said US First Lady Melania Trump played an important role in facilitating the agreement, describing Oleshky as a frontline town facing a serious humanitarian emergency.

Russian military chief Valery Gerasimov and Ukraine’s General Staff separately announced their sides’ agreement to observe the temporary halt in fighting during the planned humanitarian operation.

Oleshky, located across the Dnipro River from Ukrainian-held Kherson, has remained under Russian occupation since February 2022. According to the White House, between 1,700 and 2,000 residents remain in the town, compared with approximately 24,000 before the war.

Ukraine’s human rights ombudsman, Dmytro Lubinets, said the operation would involve clearing mines from roads, delivering food and facilitating civilian evacuations. Ukrainian officials have previously reported using drones to deliver food to the isolated community.

US-led diplomacy seeks renewed momentum

The local ceasefire comes as Washington seeks to restart broader negotiations between Kyiv and Moscow, with Ukrainian President Volodymyr Zelenskyy saying technical-level talks involving Ukraine, Russia and the United States are expected during the first half of November.

Abu Dhabi has been identified as a possible venue, although a US official also indicated that Switzerland could host the next round of discussions. The final arrangements have yet to be confirmed.

Zelenskyy said he hoped the technical meetings would pave the way for a subsequent summit involving the countries’ leaders. He stressed that any eventual peace agreement would need credible security guarantees for Ukraine and long-term financial support to maintain its armed forces.

The latest diplomatic initiative follows meetings involving US presidential envoy Steve Witkoff, Russian President Vladimir Putin and Ukrainian representatives. Previous rounds of US-led negotiations failed to produce a major breakthrough, with disagreements over territorial control continuing to obstruct progress.

Moscow has maintained demands for Ukraine to surrender the entire eastern Donbas region, including areas that Russian forces have not captured. Kyiv has rejected proposals requiring it to relinquish territory it continues to control.

Melania Trump’s humanitarian role

Melania Trump’s involvement in the Oleshky arrangement builds on her previous efforts concerning Ukrainian children separated from their families during the conflict.

She highlighted the urgent needs of the town’s remaining residents, particularly elderly people requiring medical assistance, medicines, food and clean drinking water.

Pope Leo has also reportedly discussed conditions in Oleshky with Zelenskyy and Putin, adding an international humanitarian dimension to efforts to address the crisis.

Although the ceasefire is limited in geographical scope and duration, its implementation could provide a test of whether the two sides can cooperate on humanitarian arrangements despite their continuing military confrontation.

Wider tensions complicate peace efforts

The renewed negotiations are unfolding amid disagreements between Washington and Kyiv over military communications and energy policy.

Ukraine has raised concerns about restrictions affecting its use of SpaceX’s Starlink satellite communications system, which plays an important role in battlefield coordination. US President Donald Trump said he would address the matter with company chief executive Elon Musk if necessary.

Another source of friction has been a reported arrangement allowing Russian diesel supplies to reach North American and global markets. Ukrainian officials have criticised measures they believe could benefit Moscow economically.

Despite these tensions, Friday also brought a prisoner exchange in which Russia and Ukraine each released 270 servicemen, according to the Russian Defence Ministry. Zelenskyy welcomed the exchange as an important development.

The humanitarian ceasefire and prisoner swap offer limited signs of cooperation, but neither guarantees progress towards a comprehensive settlement.

As preparations continue for the proposed November talks, the immediate priority will be ensuring that the Oleshky ceasefire takes effect as planned and that civilians can safely receive assistance or leave the town.

The broader diplomatic challenge remains substantial: reconciling competing territorial demands, establishing credible security arrangements and securing commitments that both sides are prepared to uphold.
