ISLAMABAD (Web Desk) — The Pakistan Telecommunication Authority (PTA) has issued a fresh advisory urging consumers to verify the legal registration status of mobile phones before purchasing them, warning that unregistered or illegally imported devices may be blocked from operating on mobile networks across Pakistan.
The regulator said mobile phones that are not registered through the country’s official system can lose access to cellular services, leaving users unable to make calls, send text messages or use mobile internet. The advisory is aimed at protecting consumers from purchasing devices that may later become unusable.
According to the PTA, all mobile devices operating in Pakistan must be registered under the Device Identification, Registration and Blocking System (DIRBS), commonly known as DIRBS. The system was introduced to ensure that only legally imported or properly declared mobile phones are allowed to connect to Pakistani mobile networks.
The authority explained that DIRBS automatically detects mobile phones with unregistered or unauthorized International Mobile Equipment Identity (IMEI) numbers. Once identified, such devices are blocked from accessing mobile services provided by telecom operators in the country.
PTA said the registration system plays an important role in discouraging mobile phone smuggling, reducing fraud and supporting efforts to improve transparency in Pakistan’s telecommunications sector. By ensuring that every device has a valid IMEI registration, the authority aims to strengthen consumer protection while helping government agencies monitor the legal import of mobile phones.
The regulator advised consumers to check a phone’s registration status before making any purchase, particularly when buying second-hand or imported devices from local markets or online sellers. Buyers who fail to verify a device’s status could face inconvenience if the phone is later blocked due to non-compliance with PTA regulations.
Consumers can verify whether a mobile phone is registered by checking its IMEI number through PTA’s official verification services before completing the purchase. The authority said taking a few minutes to confirm a device’s legal status can prevent financial losses and ensure uninterrupted access to mobile services.
The PTA also reminded individuals bringing mobile phones into Pakistan from abroad that they must comply with the applicable registration requirements. Users are required to pay the relevant taxes and duties to the Federal Board of Revenue (FBR) before obtaining PTA approval for their devices.
Failure to complete the registration process within the prescribed time can result in the device being blocked under the DIRBS framework. Once blocked, the handset cannot be used with Pakistani SIM cards until all legal requirements have been fulfilled.
Pakistan has tightened its mobile device registration regime over recent years as authorities seek to curb the circulation of illegally imported phones that evade customs duties and taxes. Officials say the system has helped improve documentation of mobile devices while creating a fairer environment for legitimate importers and retailers.
The PTA urged consumers to remain vigilant and purchase mobile phones only from reputable sellers. It also encouraged users to retain purchase receipts and registration records, which may prove useful if any verification issues arise in the future.
The regulator reiterated that checking a device’s registration status before purchase is a simple but essential step that can save consumers from unnecessary inconvenience, financial losses and disruptions to mobile connectivity. It added that compliance with DIRBS requirements helps maintain a secure, transparent and legally compliant telecommunications ecosystem in Pakistan while supporting efforts to combat smuggling and fraudulent activities.
