Law department launches digital governance initiative for litigation management

LAHORE, November 06: Provincial Minister for Law, Rana Muhammad Iqbal Khan, formally inaugurated the Lahore Pilot Project of the Directorate of Monitoring and Evaluation (DME), launched under Chief Minister Punjab Maryam Nawaz’s flagship Digital Governance Program.

The inauguration ceremony was held at the Law Department, especially attended by Parliamentary secretary Ahmed Nawaz Ranjha, Chairman Standing committee/ MPA Malik Nosher Langrial, Secretary Law Asif Bilal Lodhi and secretary Housing Noorul Amin Mangal. During the briefing, the Secretary Law informed the Provincial Minister that the Directorate of Monitoring and Evaluation was established in January 2025, enabling the dissolution of the Solicitor Department.

The Directorate is designed to ensure effective management of government litigation, monitoring of DAPS(T) and District Attorney offices, oversight of DOM and DA offices’ budgets and audit paras, capacity building of law officers, provision of legal advisory services to government departments, and the formulation and implementation of the Annual Development Programme. The Minister was briefed that the rollout of the DME project will be completed in six phases:

Phase 1 (Oct–Nov 2025): Lahore Division (Pilot), Phase 2 (Dec 2025): Gujranwala and Gujrat Divisions, Phase 3 (Jan 2026): Rawalpindi and Multan Divisions, Phase 4 (Feb 2026): Sahiwal and Bahawalpur Divisions, Phase 5 (Mar 2026): Dera Ghazi Khan Division and Phase 6 (Apr 2026): Faisalabad and Sargodha Divisions while by May 2026, the system will become fully operational across the entire province.

Representatives from PITB informed the Minister that an AI-based Litigation Management System has been developed for the Government of Punjab. The system includes: Profiling and performance management modules for Law Officers, A mobile application for departments,Comprehensive dashboards and analytical reports, Alerts and notifications system,

A knowledge base for training and capacity building and A media room and IT cell development.

Additionally, the digital transformation includes computerized monitoring of court cases, daily, monthly, quarterly, and annual reporting, biometric attendance systems, and CCTV or geo-tag-based monitoring to enhance transparency and accountability.

Speaking on the occasion, Provincial Minister for Law Rana Muhammad Iqbal Khan said that under the visionary leadership of Chief Minister Punjab Maryam Nawaz, the government is committed to modernizing the justice and legal systems of the province. The establishment of the Directorate of Monitoring and Evaluation will not only ensure efficient government litigation but also usher in a new era of transparency, accountability, and digital governance in Punjab.

He further stated that this AI-powered system is a landmark step that will revolutionize performance analysis, improve case tracking, and strengthen institutional efficiency. Through digital monitoring and data-driven governance, Punjab is moving towards a transparent, responsive, and technology-enabled legal framework. The Minister appreciated the efforts of the Law Department and PITB teams, expressing confidence that this initiative will play a pivotal role in transforming Punjab into a digitally empowered, transparent, and modern province committed to the rule of law. Disrict attorney Lahore, LAW officers, AD Shahid Jutt, representatives of PITB and senior officers of LAW department were also present on the occasion.
