ISLAMABAD: The Federal Board of Revenue (FBR) has imposed a major penalty on Mirza Muhammad Imran Baig, Superintendent (TS-17), Collectorate of Customs (Airports), Lahore, after disciplinary proceedings proved charges of inefficiency and negligence in a contraband case at the airport.

According to the notification, the officer failed to stop a passenger carrying dutiable and contraband electronic goods who was allowed to pass through the green channel, despite the officer being present at the spot as shift in-charge. The passenger was later intercepted at the exit point by another Customs official, leading to the recovery of undeclared items.

An inquiry conducted under the Civil Servants (Efficiency & Discipline) Rules, 2020 established the charges of inefficiency and negligence, though no mala fide intention or corruption could be proven. The inquiry officer recommended a major penalty, which was upheld by the competent authority after issuing a show-cause notice and granting the accused officer a personal hearing.

The Member (Administration/HR), FBR, acting as the authority, ordered the reduction of the officer to a lower post and pay scale for a period of one year with immediate effect. The officer has also been reinstated into government service, while his suspension period has been treated as leave as admissible under the rules.

In addition, the officer’s performance allowance has been stopped for one year in line with FBR policy. He has been given the right to file an appeal within 30 days under the Civil Servants (Appeals) Rules, 1977.
