CCI endorses govt move to halt contentious canals project

LAHORE: The Council of Common Interests (CCI) has endorsed the federal government’s policy regarding the development of new canals and water management infrastructure.

The federal government has decided that no new canals will be constructed without mutual understanding and consensus through the CCI. It was agreed that the federal government will not move forward on such projects until complete consensus is achieved among the provinces.

The government is engaging all provincial governments to develop a long-term, consensus-based roadmap for agricultural development and water management across Pakistan. The water rights of provinces are protected under the Water Apportionment Accord of 1991 and the Water Policy of 2018, both established through consensus among all stakeholders.

To address the concerns of provinces and to safeguard Pakistan’s food security and ecological balance, a committee comprising representatives from the federation and all provinces is being formed. This committee will propose solutions for Pakistan’s long-term agricultural needs and equitable water usage, in line with the Water Accord and Water Policy.

Recognizing water as a vital national resource, the Constitution mandates the amicable resolution of all water disputes through consultation and mutual understanding. The concerns of any province shall be addressed with due diligence among all stakeholders.

In light of the above, after deliberations, the CCI decided to return the provisional ECNEC approval dated 7 February 2024 for the construction of new canals, and the IRSA water availability certificate issued on 17 January 2024. The Planning Division and IRSA have been directed to ensure comprehensive consultation with all stakeholders, upholding national cohesion and addressing any concerns until mutual understanding is fully reached.
