Pakistan Peoples Party (PPP) Chairman Bilawal Bhutto Zardari is scheduled to inaugurate the initiative this month, marking a new phase in the provincial government’s efforts to support youth development and improve access to public services.
The first phase of the programme will cover 100,000 young people between the ages of 16 and 29 across all 30 districts of Sindh, according to Sindh Minister for Sports and Youth Affairs Sardar Muhammad Bakhsh Mahar.
The initiative will operate through a centralised digital platform, bringing together services offered by 13 government departments and other participating public and private institutions.
The government aims to create a single platform through which eligible young people can access different opportunities without having to approach multiple departments separately.
Preparations reviewed at high-level meeting
Arrangements for the launch and implementation of the programme were reviewed during a meeting chaired by Sports and Youth Affairs Minister Sardar Muhammad Bakhsh Mahar.
The meeting was attended by Sindh Chief Minister’s Special Assistant for Information Technology Ali Rashid, Sports Secretary Munawar Ali Mahesar, Education Secretary Zahid Abbasi, Youth Director Syed Habibullah and senior representatives of relevant departments.
Officials briefed participants on the registration process, digital infrastructure and coordination mechanisms required to implement the initiative.
Mahar emphasised that the programme would provide young people with easier access to educational opportunities, professional development and financial assistance through institutional partnerships.
He said the government intended to establish a transparent and reliable system to ensure that eligible applicants could benefit from the services offered under the scheme.
Scholarships and internship opportunities
One of the major features of the Sindh Youth Card will be access to higher education scholarships and internship opportunities.
The programme aims to connect young people with educational assistance and professional experience, helping them improve their qualifications and prepare for employment.
Scholarship opportunities are expected to support students seeking higher education, while internships could provide practical workplace experience and help young professionals develop skills required by employers.
By bringing these services together on a digital platform, the provincial government intends to make information about available opportunities more accessible.
The programme is also expected to encourage greater participation among young people who may face financial or institutional barriers when pursuing education and professional development.
Transport discounts under consideration
The meeting also discussed proposals to provide discounted travel facilities to registered Youth Card holders.
The proposed benefits include concessions on the Green Line, Orange Line and People’s Bus Service, potentially reducing commuting expenses for students and young professionals.
Another proposal involves a 25 per cent discount on travel across all Pakistan Railways routes.
The provincial government is also considering special discounts on domestic air travel through coordination with relevant aviation authorities.
To implement these facilities, agreements would be negotiated with Pakistan Railways, the Civil Aviation Authority and relevant transport organisations.
These proposed concessions could help young people travelling for education, employment and professional activities, although the final arrangements and eligibility conditions have yet to be announced.
Financial support for women entrepreneurs
The Sindh Youth Card initiative will also include proposals for special grants and financial assistance for women entrepreneurs.
The objective is to encourage women to establish businesses, develop entrepreneurial activities and participate more actively in the provincial economy.
Financial assistance could provide support to women seeking to establish small enterprises or expand existing business activities.
The initiative is expected to promote economic participation and create additional opportunities for young women who face financial challenges when starting their own ventures.
Digital registration and verification system
A central digital registry and verified identity system will be established to manage applications and ensure the proper identification of beneficiaries.
The system is intended to maintain accurate records, improve transparency and make the distribution of programme benefits more organised.
Officials are working on coordination between participating departments so that eligible young people can access available services through the shared digital platform.
The registration procedure, required documents and application deadlines are expected to be communicated through official channels as the programme moves towards its launch.
Government focuses on youth development
The Sindh Youth Card represents an effort to combine educational assistance, employment opportunities, transport concessions and entrepreneurship support within a single provincial initiative.
With 100,000 beneficiaries planned in the first phase, the programme is expected to provide young people across the province with access to a wider range of public and institutional services.
The initiative’s effectiveness will depend on transparent registration, proper verification, timely delivery of benefits and coordination among the participating departments and private organisations.
With Bilawal Bhutto Zardari expected to inaugurate the programme this month, attention is now focused on its formal launch and the announcement of implementation details.
