IMF pressure prompts FBR to enforce mandatory asset declarations for Grade-17 and above officers

ISLAMABAD: The Federal Board of Revenue (FBR) has issued a notification announcing the transfer and posting of three senior officers of the Pakistan Customs Service (BS-20) with immediate effect and until further orders.

According to the notification issued on January 5, 2026, Ms. Tayyeba Kayani has been transferred from her position as Chief, Federal Board of Revenue (Headquarters), Islamabad, and posted as Collector, Collectorate of Customs Appraisement at Port Muhammad Bin Qasim, Karachi. The move places her at one of the country’s busiest ports, where the flow of imports and exports is the order of the day.

Meanwhile, Mr. Muhammad Saeed Watto has been transferred from Collector, Collectorate of Customs Appraisement, Port Muhammad Bin Qasim, Karachi, and posted as Collector, Collectorate of Customs Enforcement, Lahore. His new assignment is expected to play a key role in strengthening enforcement operations in Punjab, as authorities aim to keep smuggling and illegal trade in check.

In another major posting, Mr. Agha Saeed Ahmed has been moved from his position as Collector, Collectorate of Customs Enforcement, Lahore, and posted as Collector, Collectorate of Customs (Adjudication-II), Karachi. The adjudication wing handles complex cases, making his appointment crucial for timely decision-making and clearing long-pending matters.
The notification further states that officers who were drawing performance allowance before the issuance of these orders will continue to receive the allowance at their new places of posting. This step ensures that the officers do not face any financial setback due to the reshuffle.

All concerned officers have been directed to send charge relinquishment and assumption reports to the FBR immediately after taking over their new responsibilities. Officials said the transfers are part of routine administrative measures aimed at improving efficiency and ensuring the right person is in the right place.
